    FIRE OFFICER DEVELOPMENT

     

    Participants apply various management concepts in a series of group exercises.  The course covers the basic principles of planning, organizing and controlling Fire Department functions, problem solving and motivating volunteers to achieve organizational objectives.  It provides introductory information to assist management in their professional development in the following areas: leadership, human relations, management, administration, public relations, organization and problem solving skills.

    This course is scheduled by the Fire Academy twice a year.  It is intended for Officers (Chiefs, Captains and Lieutenants) currently in office or for those firefighters who have future aspirations to serve in the capacity of an officer. A student cannot miss any sessions and all sessions must be taken in sequence.

     

    The following topics are covered: leadership and management, administrative issues, human resources, strategy and tactics, group scenarios, command board scenarios and interactive role playing.

     

    Students must pre-register for this course and all prerequisite courses must be completed prior to attendance.

    This course, also available on line (www.fema.gov), identifies the requirements to use the Incident Command System, the purposes of the system and the common tasks of ICS.  This program also covers common mobilization responsibilities and responsibilities at an incident; lists individual accountability responsibilities and describes common demobilization responsibilities.

    The effective coordination of emergency response groups (fire & law enforcement), government officials, private industry specialists and media representatives are a vital function of an emergency incident commander.  Learning how to structure an effective incident command system that can be utilized for any type or size of emergency, ranging from a minor incident involving a single unit to a major emergency involving several agencies and other jurisdictions, is the main focus of this course.  This course is the equivalent training to FEMA ICS 100 and 200.

    This course is designed to enable personnel to operate efficiently using the Incident Command System (ICS) in supervisory roles on expanding or Type 3 incidents.  The course unit topics include ICS fundamentals review, incident/event assessment, unified command, incident resource management, planning process, demobilization, transfer of command and closeout.  (Based on NIMS Fiscal Year 2007 compliance mandates, registration will be limited to Chief Officers and Captains)

    This course is designed to meet the needs of Company Officers responsible for managing the operation of one or more companies during structural firefighting operations.  It is designed to develop the management skills needed by Company Officers to accomplish assigned tactics at structure fires.

    This is an introductory course to acquaint students with the use of the command board.  This model mock-up of Suffolk County, located in a dedicated classroom at the Academy, depicts the following areas: residential, commercial, industrial, airport, and farm.

     

    The Command Board adds a new dimension to Fire Officers Training and Hazardous Materials programs.  The limitation of this board is only in the mind of the user.

     FIRE SUPPRESSION

     

    As the initial entry program for firefighting personnel, Firefighter I introduces firefighting concepts, practices and techniques necessary for success within the fire service.  Based on the Firefighter Level 1 objectives from NFPA Standard 1001, this course develops knowledge, skills and abilities based on performance criteria for the following topics: fire department organization, firefighter safety, fire behavior, personal protective equipment, self-contained breathing apparatus, fire extinguishers, building searches, forcible entry, ground ladders, ventilation, hose practices, fire streams and loss control. This course consists of an addition 8 hands on performance sessions that cover the following: maze; SCBA emergencies, tools, knots and victim removal, ladders, hose handling, smoke discipline, fire extinguishers and vehicle fires.

    This course includes 3 CPR sessions that may be taken outside the Fire Academy and Hazardous Materials Operation. CPR is offered at the Academy on a monthly basis.  A final exam concludes the program after all classroom and hands on sessions have been completed.  The entire program must be completed within two years.

     

    NOTE:  Prior to taking hands-on sessions, probationary firefighters must be certified by the Chief of their Department in the following areas:  1) qualified on the Department’s SCBA equipment and 2) is physically and medically fit to undertake the training and passed the Department’s required physical exam.

    Designed as the last step for interior structural firefighters, Firefighter II is based on objectives from NFPA Standard 1001, Firefighter Level II.  This course consists of performance criteria in: incident command implementation, building materials and collapse, special rescue, hydrant flow and operability, hose tools, foam operations, flammable liquid/gases, detection, alarm systems, fire cause and origin, fire department communications, pre-fire planning, special situations, strategy and tactics.

    Due to an ever-growing security conscious society, today’s firefighters will confront a variety of problems in gaining access to structures in emergency incidents.  This program covers the common forcible entry tools and specialized tools used in the fire service.  In the course, a variety of locks, locking mechanisms and security devices will be demonstrated and reviewed.  First session can be given at Fire Department.  The second session is held at the Fire Academy and will be all hands-on.  The students will be using their Department equipment.  Full turnout gear is required for all.  Class size limited to 16 students.  All students will be evaluated during the hands on and must successfully complete each task.

    Designed to follow the NFPA 1002 Fire Apparatus Driver/Operator professional Qualifications. This course provides the student with knowledge necessary to operate, inspect and maintain aerial devices.  Course content includes emergency vehicle operations review, classification and typing, vehicle inspection, operation of various types of aerial devices including platforms and ladders; proper location of placement and set-up at an incident, including driving, spotting and stabilizing.

    Offers knowledge and skills essential to pump operation.  Based on objectives from NFPA Fire Apparatus Driver / Operator, this course includes responsibilities of pump operators, hydraulics and friction loss, pump controls and accessories, fire streams, pumper practices, pumping from draft and pump evolutions, and using the fire pump at the hydrant. Lecture, demonstrations and practice sessions are included.

    This program provides the firefighter with in-depth information on the functions of a fire department engine company.  Subject areas covered include: a historical review of an engine/hose company, various hose loads for effective fire suppression; water supply set-up, staff assignments and recommendations on how to meet accepted performance objectives for an engine company.  There are 4 classroom sessions; the 5th session is hands-on at the Academy.

    Provides vehicle operators with a better understanding of the seriousness of emergency vehicle operation.  This course stimulates the thought processes to make students aware of the potential for tragedy and financial loss and of the legal and moral responsibilities encountered when operating an emergency vehicle.

    Topics covered in this course include an overview of Ladder Company functions at private dwelling fires and at commercial buildings, and introduction to basic aerial devices and the proper use of them at various types of occupancies.  Hands-on practice at the Fire Academy will give the student insight into the proper placement and operations. This program is customized to the type of aerial devices the host Department has. Course has both written and skill evaluations.

    This course covers all types of marina fires that one might expect to find in Suffolk County.  Course content will include dry dock storage, both winter and summer, fueling, ferry boats, fishing boats, case histories and hazards when fighting fires on boats.

    Based on Chief John Salka’s “Get Out Alive” program, this course is designed for self-rescue.  Course content will enable firefighters to recognize the types of events encountered on the fire ground that contribute to firefighters disorientation and/or entrapment, to have knowledge of what is necessary to ensure their safety and that of their partners or crew members, and perform self-rescue techniques when disoriented, separated, or when needing to exit a structure in a emergency.  This course requires students to perform a number of practical evolutions with self-contained breathing apparatus (SCBA).

    The firefighter as a member of a RIT/FAST operation will identify the tools and staffing requirements for RIT/FAST operation, develop a rescue plan for a missing, lost, or trapped firefighter; demonstrate rope search techniques, and demonstrate removing a firefighter/victim up a stairwell, up or down through a hole in a floor/roof, moving a downed firefighter out a window, and lowering a firefighter down a ladder.  This course requires students to perform a number of practical evolutions with self-contained breathing apparatus (SCBA).

    Students will learn about thermal imaging technology and the operational considerations when using a thermal imaging camera.  In addition there will be hands-on demonstration and practical exercises using the host Department’s thermal imaging camera.  Students are required to have complete personal protective equipment for the hands-on session.

    This program is designed to make the firefighter aware of the potential hazards involved with fire suppression in motor vehicles.  Pressurized fuel systems, catalytic converters, restraint systems, hydraulic bumpers, supplementary fuel tanks and toxic materials are discussed.  Methods of hose deployment and forcible entry are presented.

    This program covers the proper strategy and tactics, specialized equipment and the aspects of firefighter safety that must be considered when Fire Departments are involved in wildfire incidents.  Topics such as topography, weather, type of fuel, available resources and standard countywide response plans are presented.  Problems associated with multi-agency response are discussed.

     HAZARDOUS MATERIALS

     

    Prepares emergency responders to effectively and safely respond to and stabilize hazardous materials incidents from a defensive position. This course meets the training requirements of OSHA 1910.120 for the first responder, both at awareness and operations levels.  It includes recognizing and identifying hazardous materials, classifications and the hazards of each class, transport vehicles and associated hazards, planning for incidents, personal protective equipment and its limitations, confinement methods and decontamination procedures.  This course is also contained in the Firefighter I program.

     This course provides training to review and refresh the competencies covered in OSHA 1910.120. This program provides a review of the nine classes of materials, use of the US DOT Emergency Response Guidebook, principles of containment, confinement and extinguishment within the scope of duties of the first responder at Operations Level.  This

    training is designed to satisfy the annual refresher training requirements of OSHA for hazardous materials.

    This course prepares emergency response personnel to effectively and safely respond to and stabilize incidents involving hazardous materials in an offensive mode.  Meets the training requirements of OSHA 1910.120 for Hazardous Materials Technician.  Includes the chemistry and toxicology of hazardous materials; the dangerous properties of chemicals; the use of detection instruments, confinements and containment procedures, including hands-on application; incident management and safety procedures; decontamination; and the selection and use of chemical protective clothing with hands-on practice.

    This program was designed to familiarize firefighters with the practicality of and methods employed when utilizing various firefighting foams.  Aqueous Film Forming Foam (AFFF), Polar Solvents Foams, Protein and Class A   foams are all covered by this program.  The types of foam application equipment are also presented.

    This course briefs firefighters in the proper location and establishment of a gross decontamination evolution of the public in the event of a hazardous materials incident.  The class is intended for those firefighters trained to the Operations level and who will be assisting Hazardous Materials Technicians at a hazardous material incident affecting a considerable number of citizens.

    This program covers the definition of flammable liquids, the hazards of these liquids and properties.  The session presents the proper strategies and tactics that are used in the suppression of flammable liquid fires.  This training class should be considered prior to attending hands on training at the Fire Academy complex.  This class can also serve to assist in meeting the requirements set forth by OSHA 1910.120.

    The program is designed to address the hazards, properties and uses of LP gas along with the operations prescribed for handling emergency situations.  Strategies and tactics used in response to incidents are reviewed.  Typical storage methods for the product are reviewed as well as detailed descriptions of various transport vehicles in use.  Common layouts of fixed facilities, both manufacturing and dispensing are discussed.  Case histories are presented for analysis and discussion.
